The Anacreon's established a base on Terminus shortly after obtaining independence from the Empire, but Hardin was able to convince other nearby systems to force the Anacreons to leave. The Anacreons never planned on attacking the Empire. The Anacreon's attack Terminus and kill some of its residents. They also establish a tiny base that is destroyed by Salvor Hardin's father shortly after they arrive.
Gaal Dornick was only intended to set up the hologram vault on Terminus, not to be a leader of the 1st Foundation as he was a psychohistorian. Hari had a unit implanted in his brain to record thoughts and memories up until his death. Gaal Dornick was supposed to lead the 1st Foundation through their first crisis.
Hari used his theories to set up the Foundation and periodically guide them through his recorded holograms. Hari Seldon intended his death to galvanize the Foundation population, with him as a god. He was terminally ill and wanted to kill himself.
The 2nd Foundation is already established at Star's End, on Trantor at the Imperial Library. The Second Foundation is to be established at Star's End, on Helicon, Hari Seldon's home planet.
Gaal Dornick never defies Seldon. Gaal Dornick defies Seldon and goes on a 138 year journey to Synnax (her home planet) instead of to Helicon.
